Changi terminal transfers: what connects T1–T4 and Jewel, airside and landside

Changi publishes its terminal connections as prose, spread across a few pages, and the single most consequential fact is buried in it: Terminal 4 is not on the Skytrain. This is the same information as a sortable grid — every pair among T1, T2, T3, T4 and Jewel, 20 rows, split by whether you are staying airside or have cleared immigration. Where the airport publishes no figure, the row says so instead of guessing: that is 4 of the 20.

The four things people get wrong

Our editorial reading of the operator’s figures — the reason this grid is worth having at all.

1. Terminal 4 is not on the Skytrain
The Skytrain covers T1, T2 and T3 only. Every T4 transfer is a bus, in both the transit and the public area. If your connection assumes a two-minute train ride to T4, it is wrong.
2. The landside T4 shuttle stops two hours before the Skytrain
The public shuttle to T4 runs 6:00AM to 12:00AM; the Skytrain between T1–T3 runs 5:00AM - 2:00AM. Between midnight and 02:00 you can still move between T1, T2 and T3 landside but not to T4 by shuttle.
3. Airside to T4 is the slower direction, not the faster one
The operator puts the public-area T4 run at about 10 minutes and the transit-area run at between 10 to 18 minutes. Staying airside saves you the immigration queue but can cost you eight extra minutes on the bus.
4. Jewel costs a border crossing on a layover
Jewel is in the public area, between T2 and T3. A transit passenger must clear arrival immigration to enter Singapore and visit Jewel — so "popping into Jewel" during a connection means clearing immigration twice, not a five-minute detour.

You have cleared immigration, or you never boarded. The T4 shuttle stops two hours before the Skytrain does.

Frequently asked questions

Is Terminal 4 connected to the Changi Skytrain?

No. The operator's wording is "Terminals 1, 2 and 3 are connected by a complimentary Skytrain service" — Terminal 4 is not on it. Every T4 transfer is "a complimentary shuttle bus services at both public and transit areas", so it is a bus whether you are airside or landside.

How long does it take to get to Terminal 4 at Changi?

Changi Airport Group puts the public-area run at "about 10 minutes" and the transit-area run at "between 10 to 18 minutes". The airside route is the slower of the two, which catches people out: staying in transit saves the immigration queue but can cost eight extra minutes on the bus.

What time does the last shuttle to Terminal 4 leave?

The public-area shuttle runs "6:00AM to 12:00AM", while the Skytrain between T1, T2 and T3 runs "5:00AM - 2:00AM". So there is a window from midnight to 02:00 where you can still move between T1–T3 on the landside but the T4 shuttle has stopped. The transit-area shuttle is listed as "All day".

Can I visit Jewel during a layover without clearing immigration?

No. Jewel sits in the "public area, between T2 and T3", and a transit passenger "must clear arrival immigration to enter Singapore and visit Jewel". From Terminal 1 it is barely a journey — the "North entrance is connected to the Arrival Hall of T1, Level 1" — but you still have to cross the border to use it. From T2 and T3 the operator gives a "5 to 10 minute walk".

How do I get between terminals when the Skytrain has stopped?

On foot. Airside there are "Inter-terminal travellators located throughout the Departure Transit areas"; landside the T2–T3 link bridge is at "Mezzanine Level" and the T1 bridge to T2/T3 runs "at JEWEL Level 3".

We did not measure walking or bus times ourselves, and we did not fill the gaps: Changi does not publish which terminals each airside T4 shuttle run links, so those 4 rows carry the operator’s all-day frequency and the full 10–18 minute band rather than a number we invented.
